What does a Program Analyst do? Program Analysts (Financial Reporting) serve as staff analysts and advisors to management concerning financial reporting issues, responsible for planning, analyzing, evaluating, and improving the effectiveness of administrative operations or programs. In this position, you will conduct studies and projects to resolve financial problems, improve effectiveness, and efficiency of administrative support programs. You will also be required to use technical knowledge of financial policies and procedures to meet the needs and gain the acceptance and cooperation of multiple levels of organizational leadership. As a Program Analyst you will:
Perform operational reviews and provide guidelines pertaining to the effectiveness of complex financial reporting program operations. Conduct detailed financial reporting analysis recommending modifications to procedures, program guidelines, project objectives, operations, and resources. Identify trends and procedural problem areas, evaluating findings and impact of regulatory changes and practices to recommend the correct course of action. Analyze and synthesize information available from various databases and programs to assist senior management in planning, formulating, and executing various actions and projects. Advise management on costs and benefits of improving program performance, maintaining an environment committed to teamwork and quality, and recommending action plans for increasing financial integrity. Participate in meetings, task forces, and conferences with other analysts and managers providing guidance and assistance with complex financial projects and programs. Monitor the results and effect of procedural and system changes within the Internal Revenue Manual to ensure quality assurance Where can I find out more about other IRS careers? GS-11 Level:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes:
demonstrating knowledge and skill in applying analytical and evaluative techniques, both qualitative and quantitative, to projects and studies concerning the efficiency and effectiveness of program operations; Experience should include recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; Experience using knowledge of work processes, operations and programs to perform studies and evaluations, and make recommendations for changes and improvements (i.e., financial reporting issues); Experience using knowledge of management principles and processes to perform project management duties and effectively coordinate and integrate project objectives; Skill in applying communication techniques sufficient to present plans and proposals convincingly and negotiate. ORYou may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the knowledge, skills and abilities to do the work. OR3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the knowledge, skills and abilities to do the work. Options for qualifying based on a combination will be identified in the online questions. - The experience may have been gained in the public sector, private sector or Volunteer Service. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
