40Description Under the direction of the Director of Human Resources, and working collaboratively with Human Resources staff, assist with a wide variety of management responsibilities, including labor relations, collective bargaining, and personnel management.
Responsibilities ESSENTIAL FUNCTIONSWork collaboratively with the Human Resources Director to ensure efficient and effective operation of the Human Resources Department, supervision of staff, and state of the art human resource practices.
Administer responsibilities outlined in employee contractual agreements, such as producing annual seniority reports, ensuring employee evaluations are completed, monitoring of teacher licensing, monitoring and approval of teacher track changes and tuition reimbursement, and other related activities.
Provide labor relations support to the School leadership teams; perform in-depth research for collective bargaining proposals, including practices in other communities; respond to union records requests; attend bargaining sessions and maintain records of the proceedings; and analyze, interpret, and provide answers to employees' questions regarding their rights pursuant to collective bargaining agreements.
Schedule, conduct and participate in various labor related meetings and hearings, including grievance hearings, reasonable accommodation meetings, discrimination investigations, and employee discipline meetings.
Act as the school department's Affirmative Action Officer.
Monitor and encourage diverse hires through the organization, oversee recruitment process and advertisement practices to ensure diverse audiences, and attend meetings and activities sponsored by the Massachusetts Partnership for Diversity in Education (MPDE) and DESE's Teacher Diversification Professional Learning Community (TDPLC).
Working collaboratively with the Human Resources Director, develop and conduct monthly new employee orientation trainings.
Work collaboratively with other departments to resolve various issues that arise, including those associated with payroll, 457 and 403b plan management,MTRS and Town of Andover retirement, employee position control, documentation of changes in employment status, and retirement.
Further utilize google sheets and/or Excel to facilitate tracking of relevant personnel information.
Analyze data and complete various forms provided by employees, including Public Service Loan Forgiveness, various MTRS retirement forms, and verification of employment.
Assist with the administration and management of leaves of absence, including those covered by FMLA and Massachusetts Paid Family and Medical Leave.
Organize and participate in interview panels for District level positions being hired for.
Ensure the accuracy and accessibility of personnel records.
Perform all other related duties as assigned.
Qualifications Skills, Knowledge and Abilities Ability to recognize organizational priorities and work collaboratively with multiple stakeholders to accomplish goals and objections.
Must be able to analyze complex issues, and develop relevant and realistic plans, programs and recommendations.
Significant understanding of labor relations, collective bargaining agreements, and contract negotiations.
Ability to provide guidance and facilitation on personnel issues requiring legal processes and procedures.
Knowledge of contemporary business software and customized municipal and human resources applications.
Must have expertise in Microsoft Office, and sufficient experience with a variety of software programs to handle report generation and writing, and database warehousing.
Knowledge of MUNIS, NeoGov, Frontline/AESOP, and Aspen strongly preferred.
Knowledge of educational administration including teacher licensing, state reporting, teacher evaluation regulations, and relevant state regulations.
Strong math skills, and basic knowledge of payroll functions.
Ability to communicate effectively both verbally and in writing; to establish positive employee relations within the organization; and to interact effectively with a wide variety of internal customers and external vendors.
Must have planning, management, organizational, supervisory, and leadership skills.
Ability to prioritize multiple tasks and deal effectively with interruptions, as well as the ability to perform detailed work accurately and efficiently within strict deadlines.
Commitment to hiring and retaining a diverse staff and the ability to inform stakeholders of best practices in this area.
Education and Experience Bachelor's Degree in Human Resources, Business Administration, or related field.
Master's Degree preferred.
At least 5 years of progressively responsible experience in human resources, or any equivalent combination of education and experience.
Supplemental Information SUPPLEMENTAL INFORMATIONSupervisory Responsibility In the absence of the Human Resources Director, assume duties of the Director, including the assignment of internal work to staff and attendance in various forums where the Director's presence is requested.
Provide supervision and training to office staff as requested by the Director.
Physical Elements May spend extended periods of time at workstations performing tasks requiring eye-hand coordination, finger dexterity, and viewing computer screens.
Requires varying degrees of physical effort including occasional time spent standing, walking, climbing or sustaining uncomfortable positions.
Also, may involve moderate moving, lifting and carrying of equipment.
May require occasional night and weekend work.
Requires a valid driver's license to visit schools, and to attend professional association and other meetings as necessary.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
